Lackawanna County Commissioners through the Lackawanna County Area Agency on Aging withfunds from the Pennsylvania Department of Aging, the Federal Administration on Aging, and the United Way of Lackawanna and Wayne Counties

Founded in 1975 and Incorporated in 1981 as a non-profit organization, Serving Seniors, Inc. seeks to:

Improve the quality of life and care of nursing home, assisted living/ personal care home residents and isolated older adults throughout our community:

1. Determining and responding to the needs of residents.

2. Assist and train volunteers of all ages to visit and interact with residents individually and in groups.

3. Provide opportunities for interaction between residents and community groups.

4. Advocate resident rights and resolve complaints on behalf of residents.

5. Educate the community and staff of facilities on various subjects related to senior issues.

6. Transport residents to and from community activities and events to enhance their social interaction and increase self esteem and self worth.

7. Proivde quardianship services to individuals who have been deemed incabable by the Courts, by assuring due process and a full range of quality services in the least restrictive manner to address each individual's needs.

8. Promote and encourage self- determination and growth of incapacitated persons through increased participation of the incapacitated person in the decision making process.

Community Services

Transportation available to long-term living residents to experience and maintain daily life in the community through shopping, country rides, entertainment, Scranton/Wilkes Barre Yankee Games, Intergenerational Activities and much more.

Volunteer Ombudsman Program

The purpose of this program is to develop a systematic approach for utilizing volunteers in the delivery of Ombudsman services. The volunteers serve as assistants to the Ombudsman and may provide resident visitation, complaint investigation and program education. Training is provided by the Pennsylvania Department of Agining through the State Ombudsman Office.

Volunteer Visitation

Recruitment, training and placement of volunteers of all ages to provide friendly visiting and companionship to area residents of nursing and assisted living/personal care homes. Special coordinated events include:

(Pennsylvania's Empowered Expert Residents)

PEER is available to all residents of nursing, personal care, assisted and independent living facilities. PEER educates residents on resident rights, provides self-advocacy training and empowers residents to act for themselves. Training is provided through the local Ombudsman office.


The Ombusman Program, mandated by the Pennsylvania Department of Aging, investigates, verifies and resolves complaints made by, or on behalf of all consumers of long- term care. The Ombudsman ensures the understanding and implementation of residents' rights as well as changes in legislation and other current events as they affect the health and well being of the residents of Lackawanna County. Contact with the Ombudsman Program may be made anonymously and complete confidentiality is guaranteed.

Confidentiality of all interested individuals is assured for all programs.

Guardianship Services Program

Serving Seniors, Inc. accepts the responsibility for providing Guardianship of Person and/or Guardianship of Estate services as ordered by the Court and in accordance with the 1992 Pennsylvania Guardianship Reform Legislation.

Serving Seniors,Inc. is a active member of the National Guardianship Association.

Pennsylvania State residents eighteen (18) years of age or older are eligible for Guardian of Person and/or Estate Services.

Referrals may be made by individuals within the community, hospitals, long term living facilities, physicians, attorneys, the Court, financial institutions and social service agencies.
